I found this tank indirectly looking up images for the T-1 terminator. First I've heard of it.
How's does it match up with the rest of the world's MBTs?

It's rather light, has four crewmembers and a lot of space inside -> the armor protection will be at most at the T-72 level (which has similar weight, but is more compact). The armor technology in it is not as advanced as in western MBTs from the same period (even the shape of the vehicle suggests that, modern armor works better with different shape of armor). So protection-wise, it really sucks in comparison with modern MBTs.
When it comes to mobility it is better - mainly due to the lower weight, it can use bridges the Abrams and other MBTs cannot.
Firepower-wise, it is not that bad. The 120mm cannon it uses is AFAIK quite similar to the one used in Leclerc, so the used ammo will determine how good it is. Fire-control systems and other electronics in Osorio were state of the art in early nineties.
So, overall, it is quite similar in performance to some modern designs of light tanks based on IFVs, such as the CV-90-120. Lighter than MBT, with some degree of protection, quite mobile. It is almost twice as heavy as those designs, however. Most of the weight difference goes into armor, but I'd say that it has either not enough armor or too much of it - not enough to fulfill an MBT role in either symmetric or asymmetric conflict, too much to be easily transported. It would work well against e.g. Argentinian armor in the nineties - the TAMs and Kürassiers would be outclassed by it.
BTW - no wonder you've never heard of it, it never went into production. There were so many proototype designs...
